Fresh out of Quantico, FBI Special Agent Johnny Utah (Keanu Reeves) - who's stationed in Los Angeles - investigates a series of bank robberies conducted by a group of men wearing masks of former U.S. Presidents (with Patrick Swayze as their leader Bodhi) and becomes convinced - after some evidence from his partner Angelo (Gary Busey) - that they're surfers, so he hires local Tyler (Lori Petty) to teach him how to ride the waves.  The story is very thin and familiar (there's even a kidnapping) and the dialogue tries to be philosophical ("This was never about the money, this was about us against the system. That system that kills the human spirit."), but where director Bigelow really shines is in filming the surfing and skydiving scenes, which are exhilarating.  It also doesn't hurt to have two A-list movie stars on the cover who fit their roles: Reeves is of Hawaiian descent and Swayze, with that sunburned hair and scraggly beard, just looks the part.
