While 'rehearsing,' the members of an orchestra, as a part of a faux documentary, speak directly to the camera and present a case as to why his or her instrument is the 'best' of all possible instruments, and how the instrument fits his or her unique personality. Put together, it's allegedly a condemning political statement about Italy. Unbelievably pretentious, even for Fellini.
