Two treasure hunters and a Spanish doctor go searching around Africa for a lost battleship and wind up saving the African people from a French guy with murderous intent (what, are the French now the new Russians in American movies?). As a story, it's implausible even by popcorn movie standards and the action sequences are spirited but so stupid (shooting a helicopter with a hundred year old cannon? using a plane to go parasailing?) they actually detract from the mindlessness of it all (instead of "hey, that's neat" it's more like "hey, that's not possible!"). If you're going to go comic book, you've got to go all the way - nothing is too extreme - which is why I liked The Mummy and XXX.
